Iran's economy is heavily dependent on petroleum revenues, which is also completely dependent on the successful implementation of petroleum industry projects, especially upstream megaprojects. As a matter of fact, the success of oil and gas megaprojects helps maintain and increase production and service capacities in this industry, and subsequently increases government revenues. For this reason, project threat management is very important. One of the most effective branches is financial and monetary threats that severely disrupt the flow of resources into oil megaprojects. In this article, after identifying the financial threats, the criteria that affect judgment regarding these threats are also identified, and then the threats are prioritized by ranking and determining the importance of the criteria. All these steps are achieved by obtaining the opinions of experts and group decision-making techniques. The results indicate that the major challenges include insufficient credit requirements for megaprojects, insufficient financial returns for megaprojects, and inflation.
